The Commonwealth Fund released a plan this week for low cost health insurance that would allow 44 million people to attain affordable medical insurance should it be approved.

But, in order to make our health care universal it's important to ask: would low cost health insurance mean high costs for someone else?

In this case, Kaiser's Daily Health Policy Report reports that the plan would offer affordable health coverage, as well as a Medicare supplemental health insurance plan for those who want more coverage. But where would the money come from to pay for more medical insurance options?

All employers would be required to provide coverage for workers or contribute up to 7% of their payrolls into a fund to generate about $45 billion dollars for the plan.

Those who would be most impacted by the plan would be those who aren't funding medical insurance right now, including employers not currently offering coverage and companies selling individual health insurance.

It's true that providing low cost health insurance to all Americans is a great endeavor, but we shouldn't do it at the expense of small businesses struggling to make ends meet.
