According to the Kaiser Network, Former New York Mayor and presidential candidate Rudy Giuliani (R) plans to announce an individual health insurance proposal that would shift tens of millions of U.S. residents from employer-sponsored to individual coverage "as a way of giving people more coverage choices."

As one of the few republican hopefuls addressing the topic, it's already gathering buzz. The plan would supposedly not eliminate employer-sponsored health insurance but would promote a health insurance system in which neither state regulations nor federal tax laws force residents into expensive health plans.

The key is that Giuliani's plan would allow residents to purchase individual health insurance from any state, regardless of where they live. This would then hopefully lead to a more competitive market, lowering prices and making it easier for consumers to get the coverage they need at prices they can afford.

In addition, the proposal would provide tax deductions for all residents who purchase health insurance, regardless of whether they obtain coverage through their employers or the individual market. Giuliani asserts that this health care plan would be less expensive and more feasible than the universal health coverage that has been popular with democratic presidential hopefuls.
