In a recent, very comprehensive article by the Associated Press, hosted by google.com, we learn that the insurance industry is even willing to put a policy known as "risk rating" on the table. Risk rating is a policy in which the insurance agencies charge according to how old a person is, and their history of serious illnesses. This is the first time they have offered to give up risk rating.
The health insurance agencies are trying to head off the creation of a government insurance plan that would compete with them. So we understand that the health insurance companies are fearful of losing their "monopolies". They still left themselves several loopholes and outs to "charge different premiums based on...age, place of residence, family size, and benefits package."
